Could be some of both.

Sleep apnea, when left untreated, leads to a series of stress responses in the body which, when also left untreated, can cause glucose intolerance, tipping the scales toward the gradual development of Type 2 diabetes.

However, diabetes can lead to weight gain which has been positively correlated with the increased risk for developing sleep apnea.

Treating both diabetes and sleep apnea (or preventing it!) is certainly your best solution moving forward.
